JOB SUMMARY:

Under the direction of the Director of Public Works, the Assistant Director of Public Works will plan, evaluate, manage, supervise and coordinate the activities and operations within the Public Works Department.  This will include, but will not be limited to the capital improvement program (CIP); construction inspection; floodplain management; GIS management; engineering services; water production, treatment and distribution; wastewater collection and treatment; street maintenance; fleet maintenance; facilities maintenance; recycling; solid waste collection; storm drainage; as well as providing technical oversight to all Divisions within the Public Works Department.

The Assistant Director of Public Works will facilitate, develop and implement short- and long-term goals for the Divisions within Public Works. Will ensure proposed subdivisions and developments, related utility projects and other site developments comply with City codes and standards.  The Assistant Director of Public Works will coordinate assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the Director of Public Works. Acts as Director of Public Works as appropriate in the Director's absence.  Will perform other duties as assigned.

 

ESSENTIAL JOB FUNCTIONS:

  • Assist the Director in administration and management of department activities including recommend employment decisions regarding hiring and terminations; plan, coordinate and supervise the execution of projects, work assignments and workloads; assist in staff development, training and disciplinary actions; and provide timely accurate and thorough performance reviews.
  • Participate in the development and administration of assigned division budgets, Capital Improvement Plan budget and assist with preparing the Department’s annual budget.  Will monitor and approve expenditures and implement budgetary adjustments as appropriate and necessary.
  • Participate in the master planning of infrastructure needs for the City, to include streets, sidewalks, curbs, gutters, buildings, equipment, storm drains, water system facilities, sewer collection system, wastewater treatment plant and other related facilities and equipment for maintenance, repair and replacement.
  • Provide technical assistance and oversight to the Public Works operations, including but not limited to water, wastewater, roadways, facilities, equipment, recycling and solid waste.
  • Interpret, review and revise City codes and ordinances applicable to Public Works.
  • Prepare City Council agenda items and all associated supporting documentation.
  • Attend City Council meetings as required, as well as other board and committee meetings.  Report results and follow up with commitments and make decisions as authorized.
  • Support and manage the City’s GIS and Cityworks applications; coordinate with City staff and engineers for updates to GIS data; monitor data for quality control and provide technical guidance to staff.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Coordinate with developers and property owners on subdivision, platting and site development applications; review plats and plans for compliance with City codes and other applicable regulations and standards; and inspect site development after completion and as needed during construction to monitor compliance.
  • Oversee plan review, permitting and inspections for residential and commercial construction in the City to ensure compliance with adopted building codes and State and Federal regulations.
  • Assist in regulation of development in the floodplain as Floodplain Manager for the City.
  • Prepare invitations for bid and requests for proposals, including scope of work, specifications, pricing, standard terms and conditions and other factors used in the selection process.  Review proposals and serve on selection committees for consultants.
  • Research grant opportunities and prepare grant applications with applicable supporting documentation. 
  • Prepare contract documents, purchase requisitions, interim reports and change orders, and review contract invoices for accuracy and payment.
  • Serve as lead for damage assessment after an event and coordinate with County emergency management for reporting damage.
  • Coordinate with FEMA on inspections, documentation, hazard mitigation assessments and contracts to ensure compliance with State and Federal requirements.
  • Assist in preparation of emergency management plans and policies including the City’s Hazard Mitigation Plan, Public Works Emergency Response Procedures, Closed POD procedures, pre-disaster Recovery planning, and long-term recovery.
  • Serve as a member on different internal and external Emergency Preparedness Committees.
  • Serve as the lead for the Public Works safety committee and coordinate speakers and topics for the monthly safety meetings.

 

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements

  • A minimum of five (5) years of public administration experience in public works such as planning design, maintenance and construction, and municipal supervising experience.
  • High School diploma or GED.
  • Valid Class C Texas State Driver's License and safe driving record.
  • Knowledge in principles of budget preparation and expenditure control.
  • Knowledge in applicable Federal, State and local laws and regulations pertaining to public works, municipal utilities and solid waste functions.
  • Knowledge in principles of effective management skills.
  • Knowledge of standard engineering documents.
  • Knowledge of methods and techniques of business correspondence and technical report preparation.
  • Must have good communication skills; requires a calm demeanor in responding to customer questions/and or complaints and dealing with the general public in everyday activities.
  • Must be able to exercise complete discretion.
  • Ability to work independently in the absence of supervision.
  • Ability to read and interpret legal documents and descriptions.  Skilled in reading, interpreting, applying, and explaining rules, regulations, policies, and procedures.
  • Ability to understand and follow oral and written instructions.
  • Ability to use and operate vehicle and have knowledge of current state and city laws and regulations regarding the use of motor vehicles.
  • Ability to plan and organize work to meet daily and periodic objectives.
  • Outstanding written, oral and presentation communication skills.
  • Experience in negotiating, preparing and vetting contracts for public works projects.
  • Initiative and problem-solving skills.
  • Proficient in Microsoft Word, Excel, Outlook, and Publisher.
  • To perform this job successfully, the person in this position must be able to perform each essential duty satisfactorily.
  • May work abnormal hours as required to complete assigned tasks.
  • Ability to work within established guidelines.
  • This position is considered a Level I position in accordance with Section 6.11.6 of the Personnel Guidelines.
  • Abides by all policies, procedures, rules, etc. associated with the City’s Safety Program.  Must actively promote and personally observe safety and security procedures and uses equipment and materials properly.

Desirable Requirements

  • Bachelor’s degree in science or engineering.
  • Registered Professional Engineer in the State of Texas.
  • TCEQ Water/Wastewater Licenses.
  • Certified Floodplain Manager
  • NIMS 100, 200, 300, 400, 700 & 800.
  • Experience with computer applications for graphics and/or GIS.
  • Bilingual in English and Spanish.
  • First-Aid/CPR Certified.

WORKING CONDITIONS:

SUPERVISORY RESPONSIBILITIES:

Provides direct supervision to the first line supervisor, to include but not limited to Street & Bridge supervisor, Equipment Maintenance Supervisor, Office Manager, Recycling Manager, Facility Maintenance employees, Building Division employees and Code Compliance Officer.  Will be the second line supervisor for all other Public Works employees.

 

SUPERVISION RECEIVED:

Receive direction from the Director of Public Works and City Manager.

 

WORKING HOURS:

Normal working hours are from 8:00 a.m. to 5:00 p.m. with one hour for lunch.  Overtime may be required.  In emergencies may be called into work and work schedule will be adjusted during the emergency.
