The City of Bay City has several designated parks and City lots. Under direction, supervise parks personnel engaged in performing grounds and park maintenance work for the City. Oversees exercise of appropriate safety precautions in the operation of equipment to ensure personal, public, and personnel safety. Responsible for performing and supervising various grounds care tasks to maintain cleanliness, order, and aesthetic appearance of assigned areas. Inspects work during and upon completion for adherence to objectives and work orders. Responsible for managing the multiple programs of the City’s recreation department including special events, youth & teen, and athletics. Performs related work as directed.
Selects, develops, and supervises paid staff and volunteers. Supervises department personnel engaged in parks and grounds maintenance and repair work for the City, including disciplinary actions and performance evaluations. Maintains complete and accurate records concerning all work performed, i.e. attendance, equipment logs, herbicide and pest control data, purchase orders. Supervises daily maintenance of department equipment, supplies, and grounds. Meets with members of the public in responding to and resolving concerns and complaints. Works with other departments as needed. Evaluates effectiveness of recreation areas, facilities and services. Studies local conditions and develops immediate and long-range plans to meet recreational needs of all age groups. Prepares budget and directs expenditures of department funds and keeping of department records. Serve as the department’s revenue manager by monitoring and advising on revenue generation.
Develop promotional programs and marketing materials. Supervises and coordinates the marketing of the Parks and Recreation Department’s programs, events and facilities including the production of the department’s brochures. Studies and analyzes programs and services to measure effectiveness in meeting recreational needs and interests of the public. Performs safety audits of recreation facilities and programs. Performs all other job-related duties as assigned or as become apparent.

Requires the ability to function in a supervisory/managerial capacity for a group of workers. Includes the ability to make decisions on procedural and technical levels. Requires the ability to operate and control the actions of equipment, machinery, tools, and/or materials utilized in performing essential functions. Requires the ability to exercise the judgment, decisiveness, and creativity required in situations involving evaluation of information against measurable or verifiable criteria. High School Diploma or GED. Three to five years of experience in the field, or an equivalent combination of education, training, and experience. Bachelor’s Degree in recreation, management or related field, preferred. A valid Texas Driver’s License. Will be required to drive a City vehicle. |
