Concrete Finisher Helper

JOB SUMMARY:

Under direct supervision of the Street & Bridge Supervisor.  Perform a variety of semi-skilled and skilled maintenance, repair and construction work on public work utilities and projects including activities relating to street, drainage, alley, water, and wastewater maintenance; assist in performing rough and finished concrete work in the installation and repair of concrete roadways, sidewalks, curbs, gutters, and drains; and perform other duties as assigned.

 

ESSENTIAL JOB FUNCTIONS:

  • Participate in the manual labor associated with the operation, maintenance, repair and construction of the roadway system including patching pot holes, laying asphalt, pouring concrete, and installing traffic signs.
  • Assist with preparation of concrete base including setting wood forms and positioning steel; measure and pour concrete; finish concrete; remove wooden forms and backfill; clean site; spread loam. Drive to and from destinations as assigned by Concrete Finisher or Street Supervisor.
  • Assist with preparation and disassembly of work site including placing and removing barricades; maintain safety regulations including wearing appropriate clothing & PPE, erecting proper barricades and signage and using proper equipment and materials.
  • Participate in the manual labor associated with the operation, maintenance, repair and construction of the storm drainage system.
  • Operate a variety of complex equipment, machinery and tools including: trucks, backhoes, air compressors, jackhammers, pumps, loaders, concrete saws and mixers, hammer drills, generators and other similar equipment and machinery in repairing and installing concrete.
  • Sets up traffic safety devices and barricades as necessary.
  • Performs other duties as assigned.

 OTHER DUTIES AND RESPONSIBILITIES:

  • Perform visual inspections of roadways for distress and failures.
  • Perform traffic control as needed.
  • Remove debris and materials from job sites as necessary.
  • Assist other City departments for special projects and events.
  • Log daily work order reports.
  • Perform preventative maintenance on equipment.
  • Clean assigned equipment and related tools as required.
  • Work overtime as required to complete assigned tasks.
  • Participates in on-call rotation schedule as required to perform the duties of the position.
  • Participate as first responders in emergency situations (i.e. tropical storms, hurricanes, and tornados, train derailments, hazardous material spills, etc.).
  • Abides by all policies, procedures, rules, etc. associated with the City’s Safety Program.

 

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements

  • A minimum of one (1) year responsible experience in construction, maintenance and repair relating to concrete finishing.
  • Knowledge of and skill in following procedures for finishing concrete surfaces.
  • Knowledge of and ability to follow procedures preparatory to pouring concrete.
  • Knowledge of and skill in using concrete finishing tools and materials.
  • Knowledge of procedures and techniques used in roadway construction and maintenance.
  • Knowledge of and ability to follow safety procedures used on the job.
  • Skill in determining proper consistency of concrete.
  • Ability to follow oral and written instructions.
  • Ability to work independently.
  • Ability to perform basic math functions to layout and estimate materials needed for job.
  • Must have good communication skills; requires a calm demeanor in responding to customer questions/and or complaints, and dealing with the general public in everyday activities.
  • Ability to work within established guidelines.
  • Ability to perform repetitious tasks.
  • Ability to use and operate pick-up truck, dump truck, tractor, forklift, front-end loader, dozer, and miscellaneous power tools.
  • Must participate in employee performance evaluations in accordance with the City of Bay City Employee Guidelines for City Employees.
  • Must pass a medical physical examination and drug test.
  • Must pass a criminal background check.
  • High School diploma or GED.
  • Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.
  • Valid Class C Texas State Driver's License and safe driving record.
  • To perform this job successfully, the person in this position must be able to perform each essential duty satisfactorily.

 Desirable Requirements

  • Bilingual in English and Spanish.
  • Class B CDL or higher.
  • First-Aid/CPR Certified.
  • Certified Flagger or previous experience as a flagger.

  • Kneeling/Crouching: Periodic. Kneel by bending the legs at the knees to come to rest on the knee or knees, and/or crouch by bending the body downward and forward by bending the legs and spine.
  • Crawling: Periodic. Move about on the hands and knees or hands and feet.
  • Reaching: Constantly (2/3 or more of the time). Extend hands and arms in any direction.
  • Handling: Constantly (up to 2/3 of the time). Seize, hold, grasp, turn or otherwise work with the hand or hands.

WORKING CONDITIONS:

  • Location: Both inside and outside. Work is spent inside (where there is protection from weather, but not necessarily from temperature changes) and outside (where there may be no effective protection from weather).
  • Extreme Cold: Endure temperature(s) sufficiently low to cause marked bodily discomfort unless exceptional protection is used.

SUPERVISORY RESPONSIBILITIES:

None. 

 

SUPERVISION RECEIVED:

Receive direction from the Concrete Finisher, Street & Bridge Supervisor, Assistant Director of Public Works, Director of Public Works and, on occasion, from more experienced workers.

 

WORKING HOURS:

Normal working hours are from 8:00 a.m. to 5:00 p.m. with one hour for lunch.  Overtime may be required.  In emergencies may be called into work and work schedule will be adjusted during the emergency.
