Street & Bridge Supervisor

JOB SUMMARY:

Under general direction of the Assistant Director of Public Works, the Street and Bridge Supervisor is responsible for providing a safe driving thoroughfare within the City and supervising the daily operations of asphalt streets, concrete streets, sidewalks, curb and gutter, and drainage or field maintenance activities to include: scheduling and coordinating maintenance activities; evaluating performance of maintenance staff; scheduling and coordinating projects, maintaining databases and related files and records, performing problem resolution activities, supervising staff, inspecting projects; performs a variety of unskilled and semi-skilled maintenance, repair and construction work on public works infrastructure and projects including activities relating to City streets, storm drainage, alley, signs, traffic systems, pavement markings, sidewalks, water, and wastewater maintenance; and perform other duties as assigned.  Work requires limited supervision and the use of independent judgment and discretion. 

 

ESSENTIAL JOB FUNCTIONS:

  • Supervise the day-to-day operations of maintenance activities in assigned area of responsibility, which includes planning, developing, coordinating, prioritizing, administering, enforcing, and evaluating projects, processes, procedures, systems, and standards and ensuring compliance with applicable Federal, State, and Local laws, ordinances, regulations, codes, and/or standards.
  • Supervise staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures, and maintain a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.
  • Identify streets and storm drainage deficiencies and performance; assesses maintenance activities for effectiveness.
  • Compile and collect data to select define and analyze improvement opportunities and strategies.
  • Participate in the manual labor associated with the operation, maintenance, repair and construction of the roadway and storm drainage system including patching pot holes, laying asphalt, pouring concrete, installing traffic signs, and cleaning/grading ditches.
  • Respond to emergency notifications even when not on the on-call schedule.
  • Investigate and resolve complaints and/or issues received from internal and external customers.
  • Promote and advance safety and efficiency of equipment by coordinating inspections, repairs, maintenance, and the operation of equipment and vehicles.
  • Supervise and monitor the work of external contractors performing work for the City, which includes inspecting work to ensure compliance with applicable specifications and quality standards.
  • Participate in reviewing a variety of engineering plans, as-builts, permits, building inspection plans, and/or other related items.
  • Approve purchase orders and requests for expenditures related to tools, parts, equipment, materials, and supplies within established guidelines.
  • Prepare and maintain a variety of records, files, reports, work orders, and/or other related information related to operational activities for assigned division.
  • Participate in the development and monitoring of the Division and/or program budget. Coordinate the collection and compilation of data to support budgetary requests related to area of assignment.
  • Participate in the preparation of bid specifications and obtains quotes for projects and equipment in assigned area of responsibility.
  • Assist in issuing driveway permits and estimating the size of drainage pipes for driveways.
  • Assist with preparation and disassembly of work sites including placing and removing barricades; maintain safety regulations including wearing appropriate clothing & PPE, erecting proper barricades and signage and using proper equipment and materials.
  • Operate a variety of complex equipment, machinery and tools including: trucks, backhoes, air compressors, jackhammers, pumps, loaders, dozers, concrete saws and mixers, hammer drills, generators, chain saws, tractors, mowers and other similar equipment and machinery.
  • Assist lower level employees with complex maintenance activities and/or projects.
  • Perform traffic control as needed.
  • Performs other duties as assigned.

      

    OTHER DUTIES AND RESPONSIBILITIES:

  • Participate in chemical application duties; stores, mixes, and sprays herbicides, fungicides, and pesticides; ensure proper application of all materials; perform all duties in compliance with federal, state, local laws and mandated health and safety rules and regulations.
  • Assist other City departments for special projects and events.
  • Log daily work order reports.
  • Participate in on-call rotation schedule as required to perform the duties of the position.
  • Assist with planning, coordinating, implementing and participate as first responders in emergency situations (i.e. tropical storms, hurricanes, and tornados, train derailments, hazardous material spills, etc.).
  • Abide by all policies, procedures, rules, etc. associated with the City’s Safety Program. Must actively promote and personally observe safety and security procedures, and uses equipment and materials properly. 

     

    JOB QUALIFICATION REQUIREMENTS

    Mandatory Requirements

  • A minimum of five (5) years progressively responsible experience in roadway construction, maintenance and repair relating to streets and bridges and drainage, including two (2) years of supervisory experience.
  • Supervisory experience should include field operations for the maintenance, development, and replacement of drainage channels, streets, roadways, alleyways, sidewalks, and curb & gutter.
  • Knowledge of HMAC patching practices and procedures.
  • Knowledge of street leveling practices and equipment.
  • Knowledge of surveying, GIS, and asset management collection processes.
  • Knowledge of the Texas Manual on Uniform Traffic Control Devices.
  • Working knowledge of repair or rehabilitation methods.
  • Knowledge of supervisory principles.
  • Knowledge of project Management techniques and methods.
  • Knowledge of procedures and methods related to maintenance activities in assigned area of responsibility.
  • Knowledge of safety procedures and practices.
  • Knowledge of procurement principles.
  • Knowledge of basic budgeting principles.
  • Knowledge of contract management principles and practices.
  • Skilled in monitoring and evaluating employees.
  • Skilled in prioritizing and assigning work.
  • Skilled in utilizing applicable tools and equipment in assigned area of responsibility.
  • Skilled in purchasing materials, equipment, and supplies.
  • Skilled in interpreting and applying policies, procedures, codes, ordinances, laws, and regulations.
  • Skilled in reading blueprints, schematic drawings, and/or construction drawings.
  • Skilled in preparing and maintaining data in a work order management system that records work time/labor hours, material usage and work performed.
  • Skilled in monitoring and evaluating the work of external contractors.
  • Skilled in mediating and negotiating conflict.
  • Skilled in reading, interpreting, applying, and explaining rules, regulations, policies, and procedures.
  • Skilled in providing customer service.
  • Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals.
  • Skilled in operating a computer and related software applications.
  • Skilled in communicating effectively with a variety of individuals.
  • Ability to teach subordinates through demonstration.
  • Ability to perform basic math functions to layout and estimate materials needed for job.
  • Must have good communication skills; requires a calm demeanor in responding to customer questions/and or complaints, and dealing with the general public in everyday activities.
  • Must participate in employee performance evaluations in accordance with the City of Bay City Employee Guidelines for City Employees.
  • Must pass a medical physical examination and drug test.
  • Must pass a criminal background check.
  • High School diploma or GED.
  • Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.
  • Valid Class C Texas State Driver's License and safe driving record.
  • To perform this job successfully, the person in this position must be able to perform each essential duty satisfactorily.

     

    Desirable Requirements

  • Class B CDL or higher or obtain within one (1) year of employment.
  • Certified Applicator in Weed and Pest Control or obtain within one (1) year of employment.
  • Bilingual in English and Spanish.
  • First-Aid/CPR Certified.
  • Certified Flagger or previous experience as a flagger.

    WORKING CONDITIONS:

  • Location: Both inside and outside. Work is spent inside (where there is protection from weather, but not necessarily from temperature changes) and outside (where there may be no effective protection from weather).

    SUPERVISORY RESPONSIBILITIES:

    Directly supervises all Street and Bridge Maintenance Staff.  Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws.  Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.  

    SUPERVISION RECEIVED:

    Receive direction from the Assistant Director of Public Works, Director of Public Works and, on occasion, from more experienced workers. 

    WORKING HOURS:

    Normal working hours are from 8:00 a.m. to 5:00 p.m. with one hour for lunch.  However, normal working hours may change at any time at the direction of the Director of Public Works.  Long and irregular hours may be required to complete assigned tasks and/or projects.  In emergencies may be called into work and work schedule will be adjusted during the emergency.
