JOB SUMMARY:

This is the advanced journey-level class in the Plant Operator series.  Employees within this class are distinguished from the Plant Operator II by the performance of the full range of duties as assigned.  Employees at this level require demonstrated ability to perform the complete range of water treatment plant and wastewater treatment plant maintenance and repair duties as well as the complete range of complex plant operations duties including the update of operations logs and adding and mixing of treatment chemicals.  Individuals at this level may provide assistance to lower level plant operators.  Employees at this level are required to be fully trained in all procedures related to assigned area of responsibility and have the appropriate certifications.  Employees in this class series are flexibly staffed and employees at the Plant Operator III level are normally filled by advancement from the Plant Operator II level.  Advancement to the Lead Plant Operator level is based on meeting minimum qualifications and satisfactory job performance. 

Perform a variety of skilled technical and maintenance work in the operation, maintenance and repair of the water and wastewater treatment facilities and systems; performs adjustments and repairs to plant equipment; collects and documents samples for laboratory testing; performs a variety of maintenance, repair and construction work on public work utilities and projects including activities relating to street, drainage, alley, water, and wastewater maintenance; and perform other duties as assigned. 

ESSENTIAL JOB FUNCTIONS:

  • Participates in the manual labor associated with the operation, maintenance, repair and construction of the water and wastewater systems.

  • Perform assigned treatment plant rounds; inspect, monitor, troubleshoot, performance test and document plant processes by reading plant equipment gauges, dials, graphs, online analyzers, computer screens, meters, SCADA systems and other instrumentation.

  • Operate and adjust treatment plant pumps, motors, feeders and other equipment to maintain appropriate plant operations.

  • Maintain, compile and update plant operations logs and reports; perform and record mathematical calculations related to plant operational activities.

  • Mix and add treatment chemicals; install and replace chlorine cylinder tanks; ensure adequate chemical application according to regulations and guidelines.

  • Install, maintain, repair, modify, troubleshoot and service plant operations machinery and equipment including pumps, valves, motors, meters, tanks, reservoirs, feeders, and online analyzers; change lubrications.

  • Collect and document liquid and solid samples and perform a variety of routine water quality laboratory tests; work closely with the laboratory on testing processes; monitor laboratory results; collect water samples as required by the Texas Commission on Environmental Quality (TCEQ).

  • Perform general plant facility maintenance such as cleaning, painting and repairing plant facilities; perform various grounds maintenance duties as required.

  • Operate a variety of heavy equipment including backhoes, loaders, forklifts, dump trucks, hydrojetters, and vactor trucks; assist in unloading chemicals as necessary.

  • Coordinate construction, maintenance, material selection and repair activities with maintenance, laboratory, contractors, vendors and other staff.

  • Participate in a variety of special projects.

  • Conduct plant tours for the general public, schools, and City staff as necessary.

  • Participate in the development of goals and procedures for water or wastewater treatment activities; gather and analyze data; develop a variety of reports.

  • Work with a variety of vendors, outside contractors and the general public on water or wastewater activities; answer questions and resolve conflicts.

  • Assign tasks and projects to plant operations staff; train staff in appropriate treatment methods and techniques; schedule staff to ensure proper plant coverage.

  • Audit and approve timesheets for assigned employees.

  • Participate in establishing schedules and methods for providing maintenance and repair services; identify resource needs; review needs with appropriate supervisory and/or management staff; allocate resources accordingly.

  • Perform traffic control as needed.

  • Performs other duties as assigned.

  • Works overtime as required to complete assigned tasks.

  • Participates in on-call rotation schedule as required to perform the duties of the position.

  • Abides by all policies, procedures, rules, etc. associated with the City’s Safety Program. 

JOB QUALIFICATION REQUIREMENTS

Mandatory Requirements

  • A minimum of three (3) years responsible experience in the methods and techniques of maintaining, repairing and troubleshooting water or wastewater plant equipment and processes.

  • Class B Wastewater Treatment and Class C Groundwater Certification from the Texas Commission on Environmental Quality (TCEQ) or must obtain within one (1) year of employment and schooling requirements.

  • Backflow Prevention Assembly Tester (BPAT) Licensing from the Texas Commission on Environmental Quality (TCEQ) or must obtain within one (1) year of employment and schooling requirements.

  • Customer Service Inspector (CSI) Licensing from the Texas Commission on Environmental Quality (TCEQ) or must obtain within one (1) year of employment and schooling requirements.

  • Upgrade and maintain certifications as required by State law.

  • Knowledge of principles and practices of water or wastewater treatment plant operations.

  • Knowledge of operating principles of plant equipment such as valves, pumps and motors.

  • Knowledge of standard principles of the natural sciences including chemistry and biology.

  • Knowledge of basic mathematical principles.

  • Knowledge of laboratory analysis techniques and health standards for water or wastewater.

  • Knowledge of operational and safety regulations pertaining to water or wastewater treatment plant operations and vehicle and equipment usage.

  • Knowledge of water or wastewater treatment chemicals used within the plant and their safe use and application.

  • Knowledge of sampling methods and techniques.

  • Ability to operate and monitor water or wastewater treatment plant equipment.

  • Ability to read, interpret and calibrate gauges and other recording devices related to water or wastewater treatment plant operations.

  • Ability to take liquid and solid samples and perform routine laboratory tests.

  • Ability to diagnose operating problems and take effective courses of action.

  • Ability to make independent technical decisions to maintain proper treatment process.

  • Ability to maintain pertinent records and compile data into written reports.

  • Ability to perform routine to difficult maintenance, repairs and installations to plant equipment such as pumps, valves, and electronic monitoring devices.

  • Ability to read, interpret and understand technical manuals, drawings, blueprints, schematics, and diagrams.

  • Ability to schedule maintenance and repair of water or wastewater treatment plants.

  • Ability to use and operate self-contained breathing apparatus equipment.

  • Ability to logically solve problems.

  • Ability to communicate clearly and concisely, both orally and in writing.

  • Ability to operate office equipment including computers and supporting software applications.

  • Knowledge of office procedures, methods, and equipment including computers and applicable software applications.

  • Knowledge of occupational hazards and standard safety practices and procedures.

  • Knowledge of pertinent federal, state and local laws, regulations, and ordinances pertaining to water or wastewater treatment.

  • To perform this job successfully, the person in this position must be able to perform each essential duty satisfactorily.

  • Must have good communication skills; requires a calm demeanor in responding to customer questions and/or complaints, and dealing with the general public in everyday activities.

  • Ability to work within established guidelines and procedures.

  • Ability to perform repetitious tasks.

  • Ability to use and operate pick-up truck, dump truck, tractor, forklift, front-end loader, and miscellaneous power tools.

  • Ability to adapt to changing technologies and learn functionality of new equipment and systems.

  • Participate as first responders in emergency situations (i.e. tropical storms, hurricanes, and tornados, train derailments, hazardous material spills, etc.)

  • High School diploma or GED.

  • Valid Class C Texas State Driver's License and safe driving record. 

Desirable Requirements

  • Class B CDL or willing to obtain within one (1) year of employment.

  • Bilingual in English and Spanish.

  • First-Aid/CPR Certified.

  • Participate in and complete safety training courses including Self-Contained Breathing Apparatus (SCBA) training.

  • Certified Flagger or previous experience as a flagger.

  • Kneeling/Crouching: Periodic. Kneel by bending the legs at the knees to come to rest on the knee or knees, and/or crouch by bending the body downward and forward by bending the legs and spine.

  • Crawling: Periodic. Move about on the hands and knees or hands and feet.

  • Handling: Constantly (up to 2/3 of the time). Seize, hold, grasp, turn or otherwise work with the hand or hands.

  • Writing: Able to accurately record water meter readings, record information and summary of events. 

WORKING CONDITIONS:

  • Location: Both inside and outside. Work is spent inside (where there is protection from weather, but not necessarily from temperature changes) and outside (where there may be no effective protection from weather).

  • Extreme Cold: Endure temperature(s) sufficiently low to cause marked bodily discomfort unless exceptional protection is used.

  • Extreme Heat: Endure temperature(s) sufficiently high to cause marked bodily discomfort unless exceptional protection is used.

  • Wet Conditions: Endure contact with water or other liquids.

  • Noise / Vibration: Periodic. Occasionally endure noises, either constant or intermittent, or work sites.

  • Smell: Fumes chemicals, or toxic substances.

  • Requires 24 hour on-call status for emergency situations.

  • Shift work (including weekends and holidays) may be required .

     

    SUPERVISORY RESPONSIBILITIES:

    None.  May act as lead worker based upon experience or as required.

    SUPERVISION RECEIVED:

    Receive direction from the Utility Supervisor or Superintendent, Assistant Director of Public Works, Director of Public Works and, on occasion, from more experienced workers. 

    WORKING HOURS:

    Normal working hours are from 8:00 a.m. to 5:00 p.m. with one hour for lunch.  However, normal working hours may change at any time at the direction of the Director of Public Works.  Long and irregular hours may be required to complete assigned tasks and/or projects.  In the event of emergencies, may be called into work and work schedule will be adjusted during the emergency.
