Facilities Maintenance Tech II

JOB SUMMARY:

Under the direction of the Facilities Maintenance Supervisor performs a variety of semi-skilled and skilled work in maintenance, repair, carpentry, and construction of City-owned buildings and facilities; perform general maintenance duties including painting, plumbing, moving and assembling office furniture, exterior grounds clean-up, and carpentry work; respond to service calls and complete work order requests; may exercise functional supervision over assigned staff; and perform other duties as assigned.

 

ESSENTIAL JOB FUNCTIONS:

  • Participate in the manual labor associated with the maintenance, repair and construction of all City-owned buildings and facilities.
  • Build, repair, and install counters, cabinets, shelves, tables, benches, partitions, floors, doors, plumbing fixtures, building framework, and trims for the purpose of modifying and/or adapting facilities to specific needs.
  • Install and repair door locks, door closures, and overhead doors.
  • Build and/or assemble office furniture such as desks, chairs, bookcases, and computer stands.
  • Install and replace ceiling tile, floor tile, and drywall.
  • Install metal studs, metal doors, and frames.
  • Remodel office and work space including partitions, paneling, etc. for the purpose of ensuring safe and efficient utilization of space.
  • Repair roof leaks.
  • Prepare concrete forms for minor repairs on sidewalks, curbs, and driveways.
  • Repair wooden and chain link fences.
  • Install and repair glass in windows, doors, and partitions.
  • Remove interior and exterior walls, doors, and windows.
  • Perform interior and exterior painting.
  • Work from blueprints, drawings, or oral instructions.
  • Perform exterior grounds clean-up at all City-owned buildings and facilities.
  • Operate a variety of complex equipment, machinery and tools including: light trucks, backhoes, forklift, air compressors, jackhammers, pumps, concrete saws and mixers, hammer drills, generators, various power saws, measuring devices, mowers and other similar power equipment and machinery.
  • May supervise semi-skilled employees in carpentry and maintenance of City-owned buildings (depending on area of assignment).
  • Coordinate with other supervisors and office staff for the purpose of completing projects and work orders efficiently.
  • Inform personnel regarding procedures and/or status of work orders for the purpose of providing necessary information for making decisions, taking appropriate action and/or complying with building and safety regulations.
  • Inspect facilities and new construction for the purpose of evaluating condition, identifying necessary repairs and recommending preventive maintenance.
  • Maintain vehicle, tools and equipment for the purpose of ensuring availability in safe operating condition.
  • Participate in meetings, workshops, training, and seminars, as assigned for the purpose of conveying and/or gathering information required to perform job functions.
  • Secure necessary supplies and utilizes vehicles and specialized equipment as needed on projects, maintenance, repairs, and replacements.
  • Travel to remote locations as necessary.
  • Regular, reliable and punctual attendance is an essential function of the job.

 

OTHER DUTIES AND RESPONSIBILITIES:

  • Perform all other related duties as assigned, including any special or recurring projects that may be assigned.
  • Assist other City departments for special projects and events.
  • Ensure availability for periodic afterhours and/or on-call duties.  Must be consistently at work and on time.
  • Carry mobile device(s) to promote timely communication and responses regarding technical support issues.
  • Must be able to exercise complete discretion.
  • Maintain good working relationship with vendors.
  • Works overtime as required to complete assigned tasks.
  • Log daily work order reports.
  • Participates in on-call rotation schedule as required to perform the duties of the position.
  • Participate as first responders in emergency situations (i.e. tropical storms, hurricanes, and tornados, train derailments, hazardous material spills, etc.).
  • Abides by all policies, procedures, rules, etc. associated with the City’s Safety Program.  Must actively promote and personally observe safety and security procedures, and uses equipment and materials properly.

 

JOB QUALIFICATION REQUIREMENTS:

Mandatory Requirements

  • A minimum of three (3) years of responsible experience in carpentry, maintenance, repair, and construction of facilities maintenance.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • Skilled in operating equipment/power tools used in carpentry maintenance.
  • Skilled in planning and managing projects.
  • Knowledge of carpentry terminology and materials used in the trade.
  • Knowledge of methods, materials, tools, and equipment used in both rough and finished carpentry in the trade.
  • Knowledge of basic mathematics.
  • Ability to design, build, install, and repair structural woodwork, flooring, ceilings and cabinetry.
  • Ability to operate, maintain, and calibrate hand and power carpentry tools.
  • Ability to read and comprehend plans and blueprints.
  • Ability to recognize and select appropriate lumber types and grades.
  • Ability to make rough sketches.
  • Ability to estimate cost, time and materials of carpentry projects.
  • Ability to perform heavy physical labor, train and direct the work of other classified staff in the area.
  • Ability to follow and give oral and written instructions.
  • Ability to maintain cooperative working relationships.
  • Ability to maintain detailed records, make oral and written reports.
  • Ability to communicate effectively in writing, orally, and with others to assimilate, understand, and convey information, in a manner consistent with job functions.
  • Ability to establish and maintain effective work relationships with those contacted in the performance of required duties.
  • Ability to represent the City, the department, or the organizational unit effectively in contacts with representatives of other agencies, City departments, and the public.
  • Ability to acquire a general knowledge of division policies and procedures as related to facilities maintenance operations.
  • Ability to use initiative and independent judgment within established policy and procedural guidelines.
  • Ability to take a proactive approach to customer service issues.
  • Ability to work in a safe manner, following City safety practices and procedures.
  • Ability to maintain confidentiality regarding sensitive information.
  • Must participate as first responders in emergency situations (i.e. tropical storms, hurricanes, and tornados, train derailments, hazardous material spills, etc.)
  • Must participate in employee performance evaluations in accordance with the City of Bay City Employee Guidelines for City Employees.
  • Must pass a medical physical examination and drug test.
  • High School diploma or GED.
  • Valid Class C Texas State Driver's License and safe driving record.
  • To perform this job successfully, the person in this position must be able to perform each essential duty satisfactorily.

Desirable Requirements

  • Valid Texas Class B CDL or obtain within one (1) year of employment.
  • Bilingual in English and Spanish.
  • First-Aid/CPR Certified.
  • Certified Flagger or previous experience as a flagger.

WORKING CONDITIONS:

  • Location: Majority inside and some outside. Work is spent inside (where there is protection from weather, but not necessarily from temperature changes) and outside (where there may be no effective protection from weather).
  • Extreme Cold: Endure temperature(s) sufficiently low to cause marked bodily discomfort unless exceptional protection is used.
  • Extreme Heat: Endure temperature(s) sufficiently high to cause marked bodily discomfort unless exceptional protection is used.
  • Wet Conditions: Endure contact with water or other liquids.
  • Noise / Vibration: Periodic. Occasionally endure noises, either constant or intermittent, or work sites.

  • Requires 24 hour on-call status for emergency situations.

SUPERVISORY RESPONSIBILITIES:

None.

 

SUPERVISION RECEIVED:

Receive direction from the Facilities Maintenance Supervisor, Assistant Director of Public Works, Director of Public Works and, on occasion, from more experienced workers.

 

WORKING HOURS:

Normal working hours are from 8:00 a.m. to 5:00 p.m. with one hour for lunch.  Overtime may be required.  In emergencies may be called into work and work schedule will be adjusted during the emergency.
